DESCRIPTION OF THE CONSULTANCY

WV is seeking a highly skilled Proposal Writer Consultant to support the development of a competitive proposal for a USAID grant opportunity in basic education. The consultant will be responsible for conducting thorough research, crafting compelling narratives, and ensuring adherence to USAID requirements throughout the proposal development process. The consultant will collaborate with our technical team to gather programmatic information, design innovative approaches, and articulate them effectively in the proposal narrative. The consultant will also review and edit proposal sections for clarity, coherence, and alignment with USAID guidelines. Additionally, the consultant will ensure the proposal reflects a strong theory of change, logical framework, and a results-oriented approach. The consultant should have a strong understanding of USAID’s priorities and be able to effectively communicate the project’s objectives, activities, and expected outcomes in alignment with USAID’s strategic goals.

GENERAL OBJECTIVE OF THE CONSULTATION

The main objective of this consultancy will be a focal point/lead point for the proposal writing process; to consolidate, coordinate and synthesize inputs from various stakeholders to produce a participatory, coherent and compelling proposal responding to the Request for Application (RFA) criteria.

SCHEDULE AND FORM OF PAYMENTS:

The consultancy will be paid according to the following schedule:

  • 20 % upon signing the contract
  • 80% After the approval of the final deliverable document.

Each payment must be preceded by an invoice with a tax receipt, which will be provided by the consultancy, with the corresponding RNC and with the typical formalities of this type of service.

CONSULTANT PROFILE:

Education

A bachelor’s degree is the preferred level of education. A degree in Education/ Basic Education or a related field may be preferred. 

Experience, Knowledge, Competences and Abilities

  • Minimum 5 years’ experience in the field of Proposal writing for the humanitarian sector with experience in developing USAID grant opportunities.
  • Strong writing skills with the ability to draft clear, concise, and compelling proposals.
  • Knowledge of USAID grant application processes, and specific requirements for proposal development, including knowledge of USAID’s Evaluation criteria
  • Familiarity with applications and software to support Proposal Development such as Microsoft Office Suite, online collaborative platforms (Teams, Google Drive, One Drive etc.)
  • Effective interpersonal and communication skills to collaborate with various stakeholders
  • Demonstrated fluency in oral and written communication in Spanish and English.
  • Ability to work under pressure and with high quality standards.
  • A minimum knowledge of the Dominican educational system and the policies of the MINERD of the Dominican Republic is preferred.

Languages

  • Proficient in the English language, demonstrating advanced skills in both verbal and written communication.
  • Good command of the Spanish language (verbal and written).

PLACE AND TERM OF THE CONSULTANCY:

The consultancy must be developed within a period of two (2) months from the signing of the contract. The consulting person will develop their activities in their offices; If you require a location for follow-up, you can request it from WVDR, prior communication required.

INFORMATION NEEDED TO APPLY

  1. Submit a technical proposal
  2. Letter of introduction of the Applicant to the consultancy.
  3. Curriculum summary of the proponent.
  4. Economic proposal and schedule.
  5. Certification of the day of payment of taxes from the General Directorate of Internal Taxes (DGII).
  6. Certified copy of the RNC.
  7. Certified copy of the Mercantile Registry (if applicable).
  8. Good Conduct Paper.
  9. Complete prequalification document.
  10. Sign institutional policies.
  11. Provide references from previous clients.

Note: The economic proposal must be delivered in Dominican pesos and must contain the expenses associated with the development of the consultancy such as travel expenses and transportation of the consultant and/or the team, the expenses of taxes, fees and payment of services must be included and made visible. in the financial proposal.
