Monitoring, Evaluation, and Learning (MEL) Manager

Position Summary

The Monitoring, Evaluation and Learning (MEL) Manager will support the USAID-funded Civil Society Strengthening Activity (CSSA) in the Dominican Republic, which aims to promote an enabling environment that is more responsive to the security needs of all citizens. The MEL Manager will design and oversee all MEL activities, ensure the strategic and functional integration of all MEL requirements across CSSA activities and sub-awards, in compliance with the MEL Plan. The Manager will ensure the availability, use, and quality of relevant MEL tools; provide technical training and guidance to the Activity team and partners on MEL tools and processes; oversee the Gender and Inclusive Development Analysis (GIDA) and the development of the Gender Equality and Social Inclusion (GESI) Plan; and lead the Activities data collection, management, analysis, and quality, including GESI considerations, and reporting to USAID.

The MEL Manager will provide strategic guidance, vision, and management for successful monitoring, learning, and evaluation of the program. This individual will also supervise MEL staff and ensure the strategic and functional integration of all MEL activities as well as active collaboration with sub-awardees and USAID. The MEL Manager will provide technical direction and support, ensure the accurate reporting of results for program activities and learning, and ensure the program aligns with Pact quality standards for MEL in close coordination with Pact Learning, Evidence, and Impact (LEAP) Team.

Duties and responsabilities

·       Oversee the design and implementation of the projects MEL system in coordination with Pact LEAP team and in compliance with CSSA requirements as well as Pact Quality Standards for monitoring, evaluation, ethics, and learning

·       Manage baseline assessments and operationalize relevant approaches and assessments, such as complexity-aware evaluation approaches, Outcome Mapping (OH), and Outcome Harvesting (OH).

·       Coordinate any external evaluation processes, including drafting evaluation terms of reference (ToR) and selection of firm, in alignment with award.

·       Develop and disseminate relevant M&E tools, formats and lead the provision of M&E specific technical training, coaching, and mentoring to CSSA staff and partners, including for data collection, analysis, and learning.

·       Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.

·       Oversee consortium partners compliance with MEL system.

·       Ensure appropriate training and supportive supervision of all local partners in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEL Plan. Work closely with partners to establish their internal MEL systems, MEL plans, and data quality management.

·       Conduct and manage Routine Data Quality Assessments (RDQA); ensuring implementation of corrective actions to improve data quality and accountability of staff and partners.

·       Oversee the development and maintenance of a comprehensive project database, ensure accurate and timely storage of electronic files.

·       Responsible for calculation and reporting of Pact’s Global Indicators through imPact, Pact instance of DHI S2, and calculation and reporting of project data into imPact.

·       Responsible for conducting annual MEL system assessments in line with Pact Quality Standards and taking corrective action with support of the LEAP team.

·       Responsible for the data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, before submission to donor and ensure consortium partners compliance with internal data quality requirements and timely submissions for reporting.

·       Commitment to applied learning and adaptation based on data: Lead the program team on routine reviews and interpretation of data for learning and adaptation; package and disseminate timely findings in a meaningful way, including by following Collaboration, Learning, and Adapting (CLA) principles.

·       Create a learning agenda and implement a system designed to identify lessons learned, disseminate timely information, and actively participate in periodic Pause and Reflect sessions.

·       Produce learning products and thought leadership pieces relevant to the project intervention, present in local conferences or on webinars regarding project MEL successes.

·       Supervise and mentor MEL staff.

·       Other tasks as assigned.

Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Minimum Requirements

Education and Experience:

·       Bachelor’s degree and 8+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience, in related fields, such as social science, international development, public health, evaluation, statistics, or economics.

·       Progressively responsible experience in designing, managing, and implementing results-based MEL activities.

·       Demonstrated relevant technical skills in collecting, analyzing and interpreting quantitative and qualitative data, and packaging the findings

·       Progressively responsible experience in monitoring and evaluation of insert subject matter/technical area, program beneficiaries, and program staff.

Other local education and experience:      

Additional Qualifications:

·       Experience in utilizing gender and social inclusion sensitive indicators and measures

·       Extensive knowledge of reporting procedures, including USAID, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.

·       Ability to work well on team and with various partner organizations

·       Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.

·       Excellent organizational as well as English oral and written communication skills.

·       Fluency in Spanish (oral, writing and reading).

·       Professional fluency in English (oral, writing and reading).

Preferred Qualifications:

·       Experience implementing USG-funded programs in the Dominican Republic.

·       Experience with DHIS2 platform and mobile data collection software.

·       Experience in utilizing gender and social inclusion sensitive indicators and analysis.
