1. Introduction

The USAID Civil Society Strengthening Activity (CSSA) project in the Dominican Republic seeks to support civil society and media actors to advance the Dominican Republic’s transition from punitive, “mano dura” approaches to crime and violence prevention toward holistic citizen security strategies that are aligned with democratic governance. To deliver on this vision, CSSA will support civil society organizations (CSO) and media partners to develop and apply their skills through ongoing activism. The Activity will work to achieve the overarching goal of contributing to the increased ability of targeted at-risk communities to prevent crime and violence by achieving three IRs:

IR 1: Improved civil society advocacy related to citizens’ security interests.

IR 2: Increased media focus, including investigative studies, on citizen security issues.

IR 3: Strengthened legal and policy frameworks that support crime and violence prevention.

The CSSA Activity, led by Pact, will carry out a rapid Gender and Inclusion Development Assessment (GIDA) within the first six months of the Activity (i.e., the inception phase). The assessment will be used to inform the integration of gender and inclusive development design and implementation of activities to meet program objectives, and to ensure an inclusive approach that is used across the CSSA team and its partners. The GIDA will focus on target groups, including lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) groups, Dominicans of Haitian descent, Haitian and Venezuelan migrants, orphans, youth trafficked and smuggled, youth offenders, people with disabilities, and people living with HIV/AIDS. Key elements of the GIDA to help inform activity design and implementation will include:

  • Understanding the security needs of target groups, what successes are available to build on, and what different groups’ expectations are for what constitutes improved citizen security.
  • Perceptions of what target groups see as critical from the state in order to improve living conditions as a way to increase their safety.
  • Which social attitudes pose persistent challenges for target groups and that create heightened vulnerability to violence, and existing progress toward addressing those social attitudes.
  • The capacity needs of CSOs that serve target groups in order for them to contribute more directly into policy processes, and into the national security agenda and its initiatives.
  • How the media works to address or perpetuate negative stereotypes and bias toward target groups, and potential entry points to improving factual media representation of these groups.

2. Scope of Work

Pact is seeking consultant services to support with the startup efforts of recently awarded USAID-funded Civil Society Strengthening Activity (CSSA) in the Dominican Republic.

The GIDA will focus on issues pertaining to an inclusive approach to citizen security and violence prevention, including gaining a more detailed understanding of the compounding security vulnerabilities that the target groups experience, how vulnerable groups perceive insecurity and how notions of how their safety can be improved. Specifically, the GIDA will ensure locally relevant GESI integration into CSSA activities to address opportunities and challenges, to identify and engage stakeholders, and to improve the sustainability of outcomes.

The GIDA’s research questions and data collection instruments will prioritize lines of inquiry that relate to GESI information that can inform the CSSA activity in total, but also provide more nuanced information about the identified vulnerable groups. For example, the consultant will consider the relevant GESI information that the CSSA staff will need for activities under IR 1, such as intentional inclusion of target groups to ensure their engagement in activities meant to support CSOs in engaging neighborhood councils, clubs, local business, faith-based organizations (FBOs), and other community expressions to increase mutual understanding and explore advocacy alliances. The GIDA will also focus on seeking to understand how the drivers of vulnerability and violence can be raised and integrated into larger discussions of citizen security without bringing harm to these groups as a result. This information will have particular relevance for IR 1.2 and IR 2.

The consultant will leverage their professional networks that include national, municipal, or community networks who represent a diversity within the target GIDA groups (e.g., women, youth, elderly, people with disabilities, LGBTQI+ individuals, migrants, Afro communities). The consultant will develop the list of research questions and data collection instruments in coordination with CSSA staff in order to ensure that the primary and secondary data collected reflect the key areas that the Activity will be addressing. Additionally, the consultant will employ their knowledge of cultural practices, dominant languages, and other factors to plan and conduct primary data collection and analysis based on the approved methodology and in consultation with Pact staff.

The GIDA will highlight important findings to integrate into the do not harm and risk mitigation overviews once the priority municipalities are selected that identifies risks for the target groups who will likely be engaged in each municipality. The GIDA will also inform the development of staff and partner training on GESI challenges experienced by the different target groups to strengthen approaches for inclusive programming that does not deepen existing inequalities.

Data Collection

Rapid Literature Review

The GIDA will include a rapid review of the literature pertaining to GESI dynamics in the Dominican Republic to provide an overview of key learning on GESI issues as they relate to citizen security. The consultant will closely review the GIDA analysis produced by USAID in 2020 and draw out critical points for the foundational knowledge for the GIDA as well as areas where the CSSA team would benefit from a deeper dive into some GESI issues.

Additional illustrative sources will include USAID implementing partner reports, reports published by UN Agencies, reports, and statistics from sources such as the World Bank, local government offices, and local think tanks, and GESI statistics.  The consultant will seek out both Spanish and English language source. The findings of the literature review will provide both a knowledge baseline on GESI issues as related to the key objectives of the CSSA Activity, as well as indicating any gaps in key information that will inform the data collection instruments for primary data collection activities.

Once the CSSA project leadership has reviewed the findings report from the rapid literature review, the consultant will provide a presentation to the CSSA project team of key findings and gaps. The project team will have the opportunity to co-create with the consultant the key questions that primary data collection will focus on in order to ensure that the data collection instruments focus on the information that the CSSA staff need to integrate GESI throughout activity design, implementation, and MEL activities.

Primary Data Collection

Primary data collection will consist of carefully selected key informant interviews (KIIs) and focus group discussions (FGDs). KIIs and FGDs will be conducted with local government representatives that will have direct relevance to CSSA activities; universities and/or other academics who specialize in issues of citizen security, gender, or social inclusion issues relevant to the DR; international and national implementing partners for USAID projects; local civil society organizations (CSOs); and local stakeholders or other experts.

The consultant will summarize the data collected from each KII and FGD and produce an analysis with sections that address: 1) the findings, 2) conclusions drawn from the findings, 3) recommendations for how the CSSA Activity can integrate the findings, and 4) recommendations from the data of potential partners or other stakeholders that address issues relevant to the target groups with which CSSA should be engaging.

Objectives/Research Questions

The consultant will refine the research questions and data collection instruments in coordination with the CSSA program staff. However, key areas that may be addressed include:

  • What are the key gendered and social inclusion drivers that reinforce and deepen vulnerability to crime and violence for gender and social groups in the Dominican Republic, and what have been successful interventions for addressing these drivers that CSSA might build upon?
  • What are the perceptions among different groups who are vulnerable to crime and violence about what factors perpetuate their vulnerability, what the government could do to improve their security, and what they view as opportunities to engage in civil society activities to improve their security?
    • What are the challenges for acting on these opportunities?
  • How do the intersecting gender and social norms that affect men and boys impact their vulnerability to insecurity? How do gender and social norms influence their participation in creating insecurity for others, including women, girls, and other groups of more vulnerable men and boys?
    • Have there been any successful interventions working with men and boys to improve their response to gender and social norms, and/or for their efforts to address harmful gender and social norms overall?
  • Which organizations, advocates, or other stakeholders are effective for advancing the issues that are important for improving the security of vulnerable groups?
  • What advances or changes in the policy or legal framework would be most beneficial for improving the enabling environment for the security of vulnerable groups?

Tasks of the Consultancy

To complete the GIDA, the consultant will undertake the following tasks:

  • Revise the GIDA methodology in coordination with Pact and CSSA staff.
  • Conduct a rapid literature review based on research questions agreed upon with Pact and CSSA staff, focusing on published literature, studies, or research.
  • Deliver a visual presentation to CSSA staff of key findings and gaps from the literature review and lead a co-creation session on identifying the areas that KIIs and FGDs should focus on to provide the project team with relevant and actionable information for Y1 activities and for GESI integration across the life of the project.
  • Develop the data collection instruments in coordination with Pact and CSSA staff.
  • Co-develop informed consent language to be used for KIIs and FGDs that leads to meaningful consent from all participants.
  • Create detailed contact lists of organizations and contacts for the KIIs and FGDs.
  • Plan, schedule, and conduct an agreed upon number of KIIs and FDGs. If participants give consent for the sessions to be recorded, the recordings must be turned over to Pact after the analysis is complete.
  • Participate in 1-3 assessment coordination meetings to align efforts across other areas of research occurring concurrently under this project.
  • Write summaries of each KII or FGD.
  • Produce a short summary report of key findings and conclusions using a report template provided by CSSA and/or Pact.
  • Develop a visual presentation for the CSSA staff of key findings, conclusions, and recommendations.
  • Lead a facilitated discussion with CSSA staff about which recommendation could be acted upon in the remaining months of Y1 with identified POCs among the staff to lead those activities, and which activities should be earmarked for Y2.

Deliverables

From the Literature Review: The consultant will prepare and deliver an overview of the findings from the literature review to the CSSA staff. From this presentation, the CSSA staff will participate in a co-creation exercise with the consultant to identify key areas of information needed to effectively integrate GESI issues into the Year 1 activities and across the life of the project. The Chief of Party will assist the consultant to narrow down the recommendations from the co-creation into priority areas for the data collection instruments.

From Primary Data Collection: The consultant will provide Pact and the CSSA project with the data collection instruments, the informed consent script, lists of research participants engaged, written summaries of each KII and FGD, and a short summary report of key findings and conclusions (5-8 pages).

From the short summary report, the consultant will develop a visual presentation (e.g., power point, etc.) of the findings and conclusions that emerge from the data analysis. The presentation will include recommendations for where CSSA can integrate specific GESI activities or engage specific GESI stakeholders in Year 1 activities.

The visual presentation will be used as the basis for the consultant and COP to facilitate a discussion with the CSSA staff about how to integrate the recommendations into the remainder of Year 1, and then identifying recommendations that can be more robustly addressed in Year 2. The discussion will include earmarking CSOs or other stakeholders in the consultant’s report who should be considered as partners, and who on the CSSA staff is best suited to lead on the Y1 GESI integration activities including engaging the identified partners and stakeholders.

Creating the GIDAP: The consultants will take the results of this facilitated discussion to draft a working Year 1 GESI action plan. In Year 2, the CSSA staff will develop a full gender equality and inclusive development action plan (GIDAP) that will be integrated into the Y2 workplan and reflected in the AMELP.

Additionally, as the CSSA project staff solidifies the selection of the four municipalities where implementation will focus, the findings of the GIDAP will be used to inform a do no harm and risk mitigation plan that reflects the social and gender dynamics in the geographic area of each municipality.

Pact expects the consultant to initiate assessment activities starting in July 2023, with final products completed and submitted in September 2023.

 

3. Qualifications

  • Strong understanding of and experience working on citizen security, civil society, and media space in the Dominican Republic.
  • Strong understanding of and experience working on CSSA Civil Society Strengthening Activity.
  • Strong understanding of and experience working gender equality and social inclusion (GESI), and also in Gender and Inclusive Development Analysis (GIDA).
  • Master’s degree and 10+ years relevant experience or equivalent combination of education and experience, with 5+ years in leadership and/or management roles.
  • Demonstrated connections with civil society, media, government, private sector, and other stakeholders in the Dominican Republic.
  • Knowledge of USAID programs and regulations.
  • Preferably, experience serving carrying our technical analyses for programs working on citizen security, civil society, and media.
  • Excellent oral and written communication skills.
  • Fluency in Spanish, both written and verbal.
  • Professional competency in English, both written and verbal.
