Bi-national Grants Development Officer

ROLE OBJECTIVE
Lead the development and implementation of the grant resource mobilization strategy and positioning of
the organization with institutional and private donors by guiding the design teams in writing high quality
proposals, at the national, bi-national (DR and HT) and international levels.
As well as leading the positioning with priority donors and identifying new funding opportunities, managing
the annual grant portfolio (funding gap), researching funding opportunities at national, bi-national and
international levels, cultivating ongoing relationships with NAOs and donors, and formulating funding
requests based on the requirements and conditions of identified sources.
Contribute to the development of local teams, thus allowing for greater sustainability of Plan International
in the Dominican Republic and Haiti.

ROLE DIMENSIONS
 Member of the Grants team and the Extended Country Management team (ECMT).
 Create and manage the institutional donor base.
 Analyze funding strategies and policy agendas of institutional donors.
 Establish and maintain relationships (networking) with institutional donors, National Offices
(NOs), the Regional Office for the Americas (ROA) and with the Global HUB. Focal point.
 Coordinate the preparation of funding applications in accordance with donor guidelines and
guides.
 Strengthen the capacity of resource mobilization teams (grants) and programs to formulate
funding requests.
 Coordinate with the Programs and Marketing team on fundraising opportunities.
 Coordinate with relevant units for proper implementation and monitoring of grants (compliance).
 Positioning bi-national work.

RESPONSIBILITIES (ROYALTIES)

Development and implementation of the institutional and private fundraising strategy
 Lead the design and implementation of the national and bi-national institutional fundraising
strategy in line with the country and global strategies in Haiti and the Dominican Republic, as well
as joint (bi-national) projects.
 Analyze institutional fundraising opportunities for both countries and prepare strategic plan to
maximize revenues (in-kind and cash).
 Lead, with the country management team, the definition of annual fundraising targets for
institutional donors, in coordination with the program and marketing areas.
 Promote ongoing dialogue to develop "products and cases" that attract institutional funders.
Identification of funding sources and formulation of requests for proposals
 In coordination with the programme team, ensure that funding gaps for each programme are
identified and monitored regularly, in line with local and international mobilization targets.
 Lead and coordinate the fundraising proposal formulation process, ensuring quality, timeliness,
and adherence to donor commitments, coordinating with program managers to ensure that
proposals include the necessary technical inputs.
 Ensure that projects meet donor requirements, including reporting and budget monitoring.
 Lead the process of identifying potential donors and funding opportunities according to Plan's
programmatic priorities.
 Ensure the effective management of a calendar to guarantee the respect of the dates committed
with the donors: delivery of proposals, reports, management of visits, etc.
 Write clear, well-structured (logical framework method and/or theory of change) and convincing
proposals in Spanish, French and English on the cause of childhood and Plan International's
competitive advantage.
 Coordinate with program units to ensure the articulation of grant projects with sponsorship
projects.
Management of relations with donors and actors of the Plan International federation
 Build relationships with country offices, headquarters and regional office to position the work of
Plan DR and Plan Haiti and identify funding opportunities.
 Lead and coordinate donor relations, with adequate follow-up and quality.
 Ensure the proper functioning of a database on donors and funding opportunities.
 Represent Plan at meetings, platforms and events that have fundraising potential and make
public presentations using compelling arguments to attract institutional donors.
 Write relevant news or blogs related to the institutional fund portfolio for the website and social
media, targeting external audiences and institutional funders.
 Establish strategies for obtaining and retaining institutional donors.
Quality and control of grant funds and contract negotiations
 Be aware of and strictly adhere to the global guidelines for obtaining institutional funds.
 Ensure that all projects funded by institutional grants begin with a kick-off workshop in
coordination with other functional units (i.e. finance, programs) to ensure clarity of roles and
responsibilities.
 Manage the reporting schedule for the institutional fund portfolio, review technical reports
(monthly, quarterly and/or annual) to ensure alignment.
 Analyze and recommend, where appropriate, amendments to contractual clauses in institutional
funding agreements and/or letters of agreement with implementing partners.
 Manage the risks associated with the acquisition of institutional funds through the Magic tool.
Member of the Extended Country Management Team of each country (ECMT)

 Actively participate in ECMT meetings, providing strategic input and contributing to effective
decision making.
 Support other ECMT members to achieve the objectives proposed in the Country Strategy.
 Inform ECMT members on the status of the management of funding gaps and request assistance
from program, marketing, finance and/or human resources areas as appropriate.
 Promote dialogue and learning so that ECMT members have ownership and mastery of the terms
and requirements of institutional donors.
Development and capacity building
 Train grant-funded project coordinators and staff in other functional areas on the guidelines and
contractual requirements for successful project implementation.
 Promote knowledge management and learning on institutional fund portfolio management issues.
 Provide appropriate training to PU staff in specific grant management skills (including proposal
development and reporting).
Disaster risk management
 Maintain up-to-date funding mechanisms for humanitarian emergencies.
 In a humanitarian response situation, assist in the identification of donors and prepare
intervention proposals.
 Member of the country's emergency response team and eventually integrate into the regional
humanitarian response team.

(electronic and physical).

 Ensure that the relevant standards and implementation guidelines of Plan International's global
policies on child and youth protection and gender equality and inclusion are fully integrated,
according to each area of responsibility. This includes ensuring that staff and partners are aware
of and understand their responsibilities under these policies and the Plan International Code of
Conduct (CoC), their relevance to their area of work, and that concerns are reported and
managed in accordance with the appropriate procedures, amongst others.
Gender-related responsibilities
 Ensure that the organization's budget is gender-sensitive;
 Ensure that staff working under their supervision incorporate at least one gender equality
objective into their IRP;

 Ensure that the annual performance appraisals of staff under his/her supervision include gender
mainstreaming performance;
 Ensure that contracts and protocols or memoranda of understanding with consultants, suppliers
and partners contain minimum standards on gender equality;
 Ensure that a training session on the gender and inclusion policy is organized each year for the
organization's regular suppliers;
 Inform the team/committee or the person responsible for handling complaints of any allegations,
findings or concerns related to the application of the Gender Equality Policy or sexual
harassment;
 Define a protocol for reporting, informing and responding to allegations of sexual harassment
within the organization.
Responsibilities in emergency situations
 Be available to the organization in emergency situations;
 Contribute to the drafting of situation reports (SitReps) ;
 Know and assume your role and responsibilities in the disaster preparedness plan (DPP) at each
alert level.

TECHNICAL EXPERIENCE, KNOWLEDGE AND SKILLS
Requirements
 University degree in social sciences (jurisprudence, economics, communication, education,
international relations).
 Demonstrable experience of at least 5 years in similar positions, in obtaining grants and
managing donor relations, including experience in writing successful project proposals and
obtaining grants for development projects from institutional donors (EU, USAID, CIDA, etc)
 Proven ability to work in a team, to handle multiple issues simultaneously and to strictly adhere to
agreed upon delivery deadlines.
 Experience in coaching, training and facilitation, advanced negotiation skills, partnership building
and proven strategic relationship management skills.
 Strong project management experience, including organization, attention to detail, planning and
monitoring.
 Communication skills: to deliver powerful and impactful written and oral fundraising
communications in English, French and Spanish.
 Ability to read, analyze and interpret complex documents in English, French and Spanish.
 Entrepreneurial: take initiative and actively seek to deepen existing relationships with funders and
forge new ones.
 Advanced knowledge of Spanish, English and French (read, written and spoken).
 Advanced knowledge of working tools such as Excel, Word, Power Point, Outlook.
Desirable skills
 Ability to work under pressure and time constraints.
 Active listening skills (to capture ideas from programs, partners, participants, etc.)
 Ability to make persuasive speeches and effective presentations on controversial or complex
issues to the LMC, ECMT and external donors on institutional fund portfolio issues.
 Experience in achieving fundraising goals with high quality standards.

 Possess a strong work ethic in the management of the institutional fund portfolio.
 Mastery of online research techniques.
 Certification in project management and/or resource mobilization.
 Mastery of Haitian Creole
