Grants and Contracts Manager

Position Summary

The Grants and Contracts Manager will be responsible for the oversight, management and administration of the grants portfolio, working with partner organizations at all levels. He/she will oversee the full cycle of sub-award administration and management activities, ensuring compliance with USAID rules and regulations and other USG guidelines, as well as Pact’s policies and procedures. He/she will support Activity staff and partners through targeted training on grant application processes and grant management, as well as continued monitoring and support to ensure compliance with the conditions of each grant. S/he will coordinate closely with technical team and finance and administration team, as well as supervise and mentor additional grants staff.

Essential Duties and Responsibilities

  • Provides overall leadership and supervision for all aspects related to subaward/grant management to ensure compliance of grantees with the specifications and requirements of the subaward. This will require close collaboration with Pact HQ to ensure compliance with Pact policies and procedures and donor rules and regulations.
  • Develops, maintains, and ensures consistent and complete files of the documents generated throughout the entire subaward/grants process, in accordance with Pact’s policies.
  • Develop contract documents in accordance with the funder’s requirements, using standard Pact templates and working closely with Pact HQ to issue quality subawards/grants.
  • Works closely with the Activity’s leadership and technical teams to ensure that the subaward structure is aligned with the Activity’s technical needs and priorities. This includes, but not limited to, participating in and actively contributing to timely selection processes.
  • Manages the full cycle of grant management activities, from planning, to selection, pre-award evaluation, negotiation, site visits and other forms of monitoring, supervision/compliance, possible modifications to the agreement, reallocation of savings identified, compensation that includes volunteering and the closing of said agreements.
  • Ensures timely orientation and training of grantees and their staff to understand and fully comply with the requirements of the donor, as well as Pact.
  • Develops training materials and conducts regular trainings with partners, to address the identified areas for improvement related to compliance and management of the agreement.
  • Supports the closing of agreements, including the preparation of the list of final inventories, verification label placement and property layout, etc.
  • Maintains an updated inventory list of all subawardees/ grantees and the proper identification.
  • Prepares reports and deliverables related to grants, operations, at the request of USAID, Pact HQ, and the direction of the Activity.
  • Manages and documents cost sharing of implementing partners.
  • Provides follow-up and technical assistance to the partners, to ensure that they comply with the management of the agreement, are following regulations, policies, and requirements, as well as local laws.
  • Constantly stays up to date on new regulations and updates from the donor and Pact policies, updates the Activity grants manual, policies and procedures required in accordance with the guidance of Pact HQ and updates from the donor.
  • Works with Activity staff to ensure that implementation of grants and contracts follows donor requirements.
  • Supports procurements and procurement-related tasks in compliance with donor rules and regulations, as well as with Pact processes.
  • Supervises and mentors junior grants staff to ensure effective and compliant administration and management of the Activity’s full sub-award/ grant portfolio.
  • Contributes to the Activity’s efforts to meet cost share requirements and ensure accurate and timely valuation and documentation.
  • In close coordination with other staff, ensures that the Activity is implemented with a one-team approach, ensuring that all operational and programmatic coordination among consortium partners is streamlined, consistent, and conducive to a single, coherent program.
  • Supports with strategy and activities to develop capacities of local partners, as related to grants management and implementation.

Education and Experience:

Bachelor’s degree and 5+ years relevant experience or equivalent combination of education and experience, including 1 year of management experience. Or a Masters and 3 years of experience.

Other local education and experience: Bachelor and 5+ years experience in a related field such as business administration, finance or accounting and financial management experience.

Additional Qualifications:

·       Proven experience in Grants, Subawards, and accounting and financial management, with USAID funds.

·       Experience in risk assessment assessing the responsibility and suitability of organizations to receive subsidies through the financial statements, audits and other documentation presented in a proposal or as supporting material in an award.

·       Experience drafting and managing performance-based secondary subawards.

·       Knowledge of the rules and regulations of USAID and funding agencies in relation to sub-awarding, purchasing, compliance and cost principles.

·       Professional command, both oral and written, of the Spanish language is required, as well as functional English language.

·       Work experience in USAID or NGOs.

·       Working knowledge of USAID regulations, and other US Government rules, procurement, contracts, compliance, cost principles, and Policies and procedures.

·       Writing and oral presentation skills, including fluency in English.

·       Ability to work independently

·       Demostrate Logisticals and administrative support skills.

·       Adaptability and collaboration in challenging conditions.

·       Good negotiation and conflict resolution skills in a creative and effective way.

·       Ability to work independently and work in a team, to perform and prioritize multiple tasks, high attention to detail.

·       Ability to work quickly and accurantelyunder time pressure and tight deadlines.

·       Ability to establish and sustain interpersonal and professional relationships with Pact staff, donor organizations, and peer organizations.

·       Must be based on the Dominican Republic.

Preferred Qualifications

·      Experience overseeing and coordinating with international field offices preferred.

·      Creole preferred.
