Universidad ISA is currently recruiting for a Monitoring, Evaluation, and Learning Analyst (MELA) to work with a USAID-funded project focused on higher education in the Dominican Republic. This five-year project aims to improve access, retention, and labor market connections to higher education students from high-risk environments through innovative and sustainable partnerships with higher education institutions.

Candidates for this position should be associate-level professionals with a proven track record in data management. Candidates must have an intermediate-advanced English level. The MELA is responsible for providing support in all activities to monitor, evaluate, and learn from the data collected throughout the life of the Activity implementation. What You Would Do in This Role

  • Support the Monitoring, Evaluation, and Learning Specialist (MELS) in all activities to monitor, evaluate, and learn from the data collected throughout the life of the Activity.
  • Support the MELS in implementing and updating the Monitoring, Evaluation, and Learning Plan (MEL Plan) with recommendations from USAID.
  • Implement quantitative and qualitative data collection tools.
  • Support in the management of the database system used to track indicators and beneficiaries.
  • Support in the application of Collaborating, Learning, and Adapting (CLA) tools to plan and implement Program Cycle activities.
  • Support in the verification and validation of the data collected by HEI participants to ensure the data quality standards of validity, reliability, integrity, precision, and timeliness.
  • Maintain organized monitoring, evaluation, and learning filing system with all necessary supporting documentation to back up the data collected and reported.
  • Support in the analysis and transcription of data collected and the communication of activity achievements, success stories, and lessons learned.
  • Support in providing input for technical reports.
  • Support the development of adaptive management by identifying opportunities and raising red flags in a timely manner.
  • Support the activity research component.
  • Other tasks delegated by the supervisor.

Qualifications

  • Degree in economics, international development, statistics, data science, or other relevant fields.
  • Two to three years of relevant experience.
  • Experience in data collection and analysis.
  • Advanced Excel skills.
  • Experience in the use of programming, analysis, and data presentation tools.
  • Demonstrated experience monitoring and evaluating projects.
  • Experience with the Dominican higher education system is preferred.
  • Strong quantitative or mixed-method, analytical skills, and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Demonstrated experience working independently and in a team environment within a multicultural environment.

The Higher Education Partnership Project in the Dominican Republic (HEP/DR) is funded by the generous support of the American people sponsored by the United States Agency for International Development (USAID). The HEP-DR seeks to develop innovative and sustainable partnerships between Higher Education Institutions (HEIs) in the Dominican Republic (DR) by strengthening their capacity to support young people, especially those in high-risk environments, to access, stay and successfully complete tertiary education programs and connect to the labor market, thus improving their security, economic outlook, and wellbeing.

The HEP-DR is led by Universidad ISA, located in Santiago de los Caballeros, DR. Universidad ISA is a Dominican Higher Education Institution founded in 1962 as an agricultural vocational school, with support from USAID. In 1986 the Instituto Superior de Agricultura (ISA) was officially accredited as a University by the Dominican Government. ISA’s mission is to form individuals who can effectively contribute to the country’s sustainable development with technological innovation and equality. Academic work at ISA harmoniously integrates theory, practice, research, and service to build professional profiles consistent with the DR’s economic and social environment. Universidad ISA is an implementing partner to USAID on behalf of the Cooperative Agreement No. 72051719CA0000, as part of the work proposed in the DR Country Development Strategy to contribute to the goals of Sub-IR 1.1.1: Economic Vulnerabilities of At-Risk Youth Decreased.
